Itu terjadi saat acara sosialisasi dana desa oleh Forkopimda di Pendapa Museum RA Kartini Rembang," kata Kolonel Inf Joni Pardede kepada wartawan di Makorem 073/Makutarama Salatiga, Minggu 12/11/2017.Dia menjelaskan, kejadian bermula ketika sosialisasi dana desa yang diadakan Pemerintah Kabupaten Pemkab Rembang dengan narasumber jajaran Forkopimda, dengan peserta ratusan kepala desa di Rembang. Mulai dari Bupati, Kapolres, menjadi narasumber untuk memberikan pemaparan terkait dana desa yang akan digulirkan oleh Kodim 0720/Rembang memperoleh giliran keempat untuk memberi penjelasan tentang dana desa itu. Namun, d isaat memberi penjelasan, Komandan Kodim merasa tidak nyaman karena Kepala Desa Jambangan M Hilaludin kurang memerhatikan. "Kemudian Dandim melakukan perbuatan tidak terpuji itu. Ini dipicu adanya kesalahpahaman," Joni, pascakejadian pihaknya langsung melakukan langkah penanganan. "Saya selaku Komandan Korem langsung kroscek ke lokasi untuk menggali informasi dari Forkopimda. Saya juga perintahkan Dandim Rembang untuk mengikuti pemeriksaan di Kodam," hasil pemeriksaan dan kroscek itu, lanjut dia, disimpulkan bahwa kejadian itu penamparan memang benar dan itu tidak pantas dilakukan oleh seorang prajurit. "Karena itu, kami mengambil sikap tegas dengan menonaktifkan Komandan Kodim 0720/Rembang," kejadian penamparan itu, Joni menyampaikan permohonan maafnya kepada seluruh kepala desa dan masyarakat Rembang.
